The estate of Harry D. Silverstein agreed to pay a $4 million penalty in a federal civil settlement involving lead safety requirements in housing, prosecutors announced on October 22. The agreement was approved on October 21.
The case concerned alleged repeated failures to disclose lead-related risks. It is a civil settlement, not a criminal conviction, and it does not establish that every tenant suffered harm.
